Sarkozy Convicted in Libyan Campaign Funding Case

On September 25, 2025, a Paris court found former French President Nicolas Sarkozy guilty of criminal association tied to illegal Libyan funding for his 2007 campaign.

The court, however, cleared him of public fund misuse and corruption charges.

Court’s Ruling

Judge Nathalie Gavarino said Sarkozy allowed aides to seek funds from Muammar Gaddafi’s regime from 2005 to 2007. The ruling pinned him as complicit, not directly responsible for other alleged crimes.

Allies’ Verdicts

Sarkozy’s former campaign director, Claude Guéant, was convicted of criminal association, corruption, influence peddling, forgery, and money laundering.

Former minister Brice Hortefeux was found guilty of criminal association and faces illegal funding charges. Three others, Ahmed Salem Bugshan, Édouard Ullmo, and Éric Woerth, walked free.

Next Steps

More rulings are expected to set Sarkozy’s final penalties in this long-running case, which has probed Libyan ties for years.
