4 Dead in Dnipro Attack Ahead of Moscow Talks

A Russian ballistic missile strike hit the eastern Ukrainian city of Dnipro on Monday morning. The attack killed at least four people and injured over 40 others.

The explosion caused significant damage to an office block, retail shops, and vehicles. This tragedy comes at a critical time as diplomatic efforts to end the war intensify.

Emergency services rushed to the scene where the blast devastated a roadside commercial area. Dnipro is located approximately 100km from the front line. Consequently, it has been a frequent target since the full-scale invasion began in early 2022.

High-Stakes Diplomacy in Moscow

The strike occurred just one day before a high-stakes meeting. U.S. special envoy Steve Witkoff is scheduled to meet with Russian President Vladimir Putin in Moscow.

These talks are part of a renewed push to negotiate a settlement. Witkoff has engaged with the Russian leader multiple times this year. However, he has not yet visited Kyiv.

This upcoming meeting follows significant diplomatic talks in Florida on Sunday. A Ukrainian delegation met with key U.S. figures there. These included Secretary of State Marco Rubio, envoy Steve Witkoff, and Jared Kushner.

Progress and Sticking Points

President Volodymyr Zelensky described the Florida discussions as “very constructive.” However, he acknowledged that “tough issues” remain unresolved. Similarly, Rubio called the meeting “productive” but noted that substantial work lies ahead.

These meetings mark a phase of intense “shuttle diplomacy.” U.S. officials are engaging separately with Ukrainian and Russian representatives to craft a peace plan.

Despite these efforts, major differences remain. Russia demands a full Ukrainian withdrawal from the Donbas region. Kyiv has flatly rejected this condition.

President Putin has threatened to use military force to achieve this goal. In response, Zelensky criticized this stance as scornful of genuine peace efforts.

Security guarantees are also a major source of contention. Ukraine and its European allies want robust protections, such as NATO membership. Conversely, Moscow vehemently opposes this. Reportedly, Donald Trump also rules out Ukraine joining the alliance.

Zelensky Seeks European Support

Amid these negotiations, President Zelensky arrived in Paris on Monday. He aims to shore up support from French President Emmanuel Macron. Next, he will travel to Ireland on Tuesday.

Worry is growing in Kyiv and European capitals. Many fear the U.S. may favor Russia’s terms. Consequently, this could sideline European security interests.

Domestic Political Turmoil

Internal political challenges have also complicated Zelensky’s diplomatic leverage. On Friday, his chief of staff, Andriy Yermak, resigned.

This followed raids on Yermak’s home by anti-corruption investigators. Although he faces no formal accusations, his departure is a significant blow.

Yermak previously led the Ukrainian delegation in peace talks. Additionally, the scandal led to the dismissal of two cabinet ministers.

Donald Trump addressed the situation on Sunday. He remarked that Ukraine was facing “difficult little problems,” referencing the corruption scandal. However, he reiterated his belief that both sides are eager to end the war.
