Zelensky Confirms Deal to Free Ukrainian POWs from Russia

Ukraine is intensifying efforts to secure the release of 1,000 citizens held in Russian captivity through a major prisoner exchange, with Defence Minister Rustem Umerov tasked with coordinating the process.

This announcement was made on Thursday, May 22, 2025, by President Volodymyr Zelensky, that a high-level meeting was held to prepare for the 1,000-for-1,000 swap.

Umerov’s Role and Coordination Efforts

Zelensky confirmed that Umerov is overseeing the execution of the agreement, working closely with Ukraine’s Defence Intelligence, Security Service, Foreign Intelligence Service, Ministry of Internal Affairs, Parliamentary Commissioner for Human Rights, and the Office of the President.

Ukrainian authorities are meticulously reviewing lists submitted by Russia to verify identities and ensure proper processing.

Zelensky reiterated that returning all captives is a national priority, expressing gratitude to the involved agencies.

Context of the Istanbul Talks

The prisoner swap agreement stems from negotiations in Istanbul, where Ukrainian and Russian delegations, led by Umerov for Ukraine, agreed to exchange 1,000 prisoners of war each.

The talks which is the first direct peace discussions in over three years, were initiated by Russian President Vladimir Putin but saw neither Putin nor Zelensky in attendance.

However, Zelensky, under U.S. pressure, dispatched Umerov after challenging Putin to appear in person.

The exact date for the prisoner exchange has not been publicly disclosed, but both nations have exchanged lists of individuals to be released, indicating that preparations are advancing

Broader Implications Amid Ongoing Conflict

The swap is one of the largest since the conflict began among both nations.

However, the process is complicated by ongoing hostilities, with continued Russian attacks on Ukrainian cities causing deaths and destruction.

World leaders have intensified calls for a ceasefire, but diplomatic progress remains fragile.

As Ukraine verifies Russia’s prisoner lists, the swap represents a rare diplomatic breakthrough amid the conflict.

Umerov’s leadership and inter-agency collaboration underscore Ukraine’s commitment to freeing its citizens, even as ceasefire talks falter.
