Nigeria Secures ICAO Council Seat with Ben Tukur’s Re-election

Nigeria has maintained its position on the International Civil Aviation Organisation (ICAO) Council with Engr Mahmoud Ben Tukur’s re-election at the 42nd ICAO Assembly in Montreal, Canada, on September 29, 2025.

Ben Tukur earned 163 of 185 votes, beating 11 African candidates for a Part II seat.

Keyamo’s Praise

Aviation Minister Festus Keyamo, leading Nigeria’s delegation, hailed the win as a proud moment. “This victory strengthens Nigeria’s role in global aviation safety and growth,” he said.

Keyamo credited Nigeria’s diplomatic ties and Ben Tukur’s expertise for the support from member states.

Global Recognition

Aviation experts see the result as a nod to Nigeria’s contributions. Former ICAO leader Dr Olumuyiwa Benard Aliu said it reflects Nigeria’s focus on safety and training.

Nairobi-based analyst Grace Baraka noted the win signals reliability to investors, boosting reform confidence.

Nigeria’s Achievements

Nigeria hosts the Banjul Accord Group Aviation Safety Oversight Organisation (BAGASOO) and supports the Regional Accident Investigation Agency (BAGAIA).

It aligns with global standards through its carbon emission plan and participation in the Carbon Offsetting and Reduction Scheme for International Aviation (CORSIA).

The re-election ensures Nigeria’s voice in shaping aviation policies. It opens doors for partnerships, technical aid, and funding to enhance infrastructure and safety standards.

What’s Next

Ben Tukur joins representatives from Egypt, South Africa, and nine others on the Council. Nigeria aims to leverage this role to deepen global ties and advance its aviation goals in 2025.
