UK Orders All Poultry Indoors as Bird Flu Cases Escalate

November 4, 2025

The government of the United Kingdom has mandated new, stringent measures in response to rising cases of avian influenza. On Tuesday, an order was issued requiring all poultry across England to be kept indoors. This new directive takes effect starting Thursday.

New Housing Measures Implemented

The new rules broaden existing, limited restrictions that were previously placed on parts of central, north, and eastern England last week.

The official statement clarified the extensive nature of the new mandate: “The new measures mean bird keepers across the whole of England must house all poultry and captive birds if they keep more than 50… or if they sell or give eggs away.”

UK Chief Veterinary Officer Christine Middlemiss explained the decision. She noted the continued increase in avian influenza cases among both captive and wild birds throughout England. Consequently, the government is taking the difficult but necessary step to extend mandatory housing measures nationwide.

Health Risks and Disease Transmission

Despite the rise in cases among birds, officials reassured the public about food safety. The relevant government department confirmed that the risk posed to human health remains “low.” Furthermore, they emphasized that poultry and eggs are safe for consumption, provided they are “properly cooked.”

The virus is known to spread through several vectors. These include droppings, saliva, and contaminated food or water sources. Vaccinations against bird flu are currently not permitted for poultry in the UK, although exceptions are made for animals kept in zoos.

Rising Cases Across Europe

The situation in England reflects a broader trend across the continent. Data from a Europe-wide animal health monitor shows a significant rise in outbreaks.

There were 85 recorded avian flu outbreaks on poultry farms throughout Europe between August 1 and late October. Of those, six outbreaks were confirmed within Britain.

In January, following a previous surge in cases, the UK government enforced mandatory culls in England.

Birds within a three-kilometer radius of a confirmed case were ordered to be culled. This measure was accompanied by increased hygiene protocols and controls across wider areas.
