UNICEF Warns of Rising Child Sexual Violence in DRC Camp

UNICEF has issued an urgent warning regarding the staggering rise in sexual violence against children at the Rhoo displacement camp in eastern Democratic Republic of Congo (DRC). As the region enters its third decade of conflict, the agency reports that extreme insecurity is leaving thousands of displaced children vulnerable to brutal abuse.

The crisis has intensified following recent territorial gains by armed groups, including the M23. However, UNICEF notes that this violence is not limited to active combat zones. Reports of abuse are increasingly coming from areas well away from the front lines.

A Climate of Fear and Trauma

The psychological toll on families within the Rhoo camp is devastating. Health workers report that child survivors often arrive at clinics in states of severe shock. These children struggle with:

  • Intense fear and anxiety.

  • Persistent anger.

  • Long-term psychological trauma.

The story of one survivor highlights the daily danger children face. She was assaulted at just 13 years old while returning from a routine errand. Despite receiving medical treatment, she continues to suffer from chronic physical and emotional pain.

Risks Facing Displaced Families

Families living in the camp face a “prison-like” environment due to external threats:

  • Limited Mobility: Families are effectively trapped within camp borders to avoid attackers.

  • Militia Activity: Armed groups remain active just a short distance from the camp gates.

  • Extreme Vulnerability: Civilians are frequently targeted when they venture out to fetch food or water.

Systemic Barriers to Justice

For victims at the Rhoo camp, legal justice remains virtually non-existent. Experts highlight several factors that allow perpetrators to operate with total impunity:

  1. Fear of Revenge: Many survivors refuse to report crimes. They fear that the attackers will return to carry out further violence.

  2. Identity Challenges: The chaos of the conflict makes it nearly impossible for victims to identify their attackers.

  3. Absent Legal Framework: In rural, conflict-torn areas, the justice system is crippled by corruption and a lack of resources.


The Urgent Need for Protection

Humanitarian aid workers warn that without immediate intervention, the cycle of violence will continue to ruin the lives of the next generation. UNICEF is calling for a reinforced security presence around displacement camps. They are also advocating for expanded medical and psychological support for survivors.
